After a swift and surprisingly bloodless campaign the Tysoti settle into their new role as Lords and leaders.
Ceuta is elected as the centre of power, being in Mediterranean water and allowing easier access to the North African coast. The following measures are taken in both cities.
I - An examination of the defences by Roman Engineers will assess where improvements can be made. The Roman Engineers will also be required to take on 4 Sclavic apprentices each. II - Mayors are appointed from the more intelligent Sclavic Chiefs. They are appointed a group of advisers who are in place to teach them the rudiments of civic leadership. III - The garrison is increased and benefits from the addition of 50 Drugi per city. The Drugi will form a guard for the Mayor and will always be in control of important watches such as the main city gates.
A system of watchtowers and warning pyres is erected in order to alert garrisons to the presence of raiding parties and invading forces.
Svetovida spends two months organising her new Kingdom and bringing the local nobility into the fold. She ensures that reliable and sensible men are placed in important positions. She tries to bring less interested Romans into the fold through gifts and diplomacy.
A large number of high level marriages occur. The nobility of the Tysoti is wed into the nobility of the local Romano-Berbers. This potentially contentious act is hopefully smoothed over by the adoption of Roman marriage customs and large dowry's from the Tysoti chiefs.
