Tribal Confederations
A tribal confederation is a grouping of disparate peoples loyal to one overall king. Tribes will often have their sub-kings and may vie for dominance, but one is always first among them. If you are just setting out on your migration, then a proportion of your tribes may join you as sub-tribes. Along the course of your migration you may meet other peoples, similar or different to your own, and even other tribes of your own culture. Conquering tribes can allow you to subjugate them within your confederation, and others may join willingly.
For example, the Visigoths are those Goths that decided to flee the Hunnic Empire rather than stay and fight (and be subjugated). They consist mainly of the Thervingi tribe, with a smaller group of Greuthungi Goths. The Visigoths did not exist before this move as the name is used to describe the confederation of many previously separate groupings of Goths. In a way, the Visigoths were born as a people by common experience in the Roman empire. They were later joined by defecting Roman foederati and slaves, that had been forcibly recruited after the defeat of Radigeisis. A migrating confederation cannot always afford to be picky, and may be strengthened by incorporating additional tribes and peoples. In Hispania, the decimated Alans found that joining the Vandal confederation improved their chances, and also provided the Vandals with powerful cavalry, strengthening their previously inferior position pre-Alan defeat.
Sub-tribes are semi-independent and may choose to leave your confederation or migrate elsewhere. If you fail to keep them together diplomatically, you can always choose to forcibly re-incorporate them through battle. You may force nobles of your royal blood or your tribe on sub-tribes as rulers, but this will of course make the tribe unhappy - even if the king is now more reliable.
