Streams of Rugi and Lombards move into Eastern-administered Illyricum, where Lethuc is appointed Governor of the Roman Province.
Within a month, bands of mounted men clad in the finest garments and wielding fine weaponry gather in Illyria, heading towards the town of Salona. There, in a courtyard beneath the stars, the nobles of all the tribes of the Lombards and Rugi assemble for an election. A sapling is planted in the ground, a sapling said to be the child of the world tree, from that most sacred wood in the home of the Lombards.
Lethuc stands with his household troops, the grandest of all assembled. There is little doubt over the result. Following the lack of any opposition, Lethuc, already king of the Langobards, is elected by common acclamation as king over the Rugi and newly-minted King of Pannonia.
Lethuc now stands as King of the Lombards and Rugi, Patrician of Illyria, King of Pannonia. He sets up Salona as the provincial capital of his Roman province, where civilian administration may continue under his watchful eye, while nearby the Lethings make themselves at home at Spoleto, at the Palace of Diocletian. The palace is part grand residence and part military fort, perfect for a kingly capital for an elite comprised of foreign nobles.
