A census of Palaestina is to be undertaken by the local governor. While of course the provincial incomes will be better understood, the chief aim is actually the documentation of waste, or underutilised, land suitable for clearance a settlement. Particular care is to be taken in establishing the incomes and potentialities of the regions rich olive groves, as it is not clear that these have become fully productive since the Judean diaspora.

The province is enjoying a period of prosperity, with a decent population, largely Greek and Aramaic speaking, with many lesser dialects in the countryside, and a growing number of Arabs. A number of nomadic tribes of Ghassanid Arabs are known to move through the province on a regular basis, but largely stick to lands that are useless for civilized men and frequently trade peacefully with the locals.
The province has a potential surplus of 5,000, of which 3,000 is suggested as the right amount of taxation. More may be taken, at the risk of alienating the local nobles. More than 5,000 may be taxed, at the risk of inducing famine.

After conferring the with the Count of the Sacred Largesse, the Regent writes to the governor thanking him for his time and announcing that the provincial tax rate will be increased to 3000 aurei.
