Following some minor civil disturbances, the cities of Pannonia and Illyria have been ordered to follow ethnic curfews. The largely Germanic north will welcome Romans to market, but all Roman citizens must be outside of the walls come nightfall, when the gates are shut. In the south, the great Roman cities of Illyria are largely Roman, although some have ethnic quarters. All non-Romans must be in their own quarters, or outside of the walls, come nightfall, but are welcome to market. Cities will no longer be openly patrolled by non-Romans on a day-to-day basis, to prevent ethnic tension. Instead, Lombards and Rugi will be confined to a fortified Germanic quarter, or stationed at fortified communities along strategic roads through the province. This will divide Roman and barbarian, and slow down integration, but will allow for better control of the province by settlement of its arteries.
The city of Salona, the administrative capital, is designated a Roman city, and a Jewish haven. Jews are freely allowed to live in what has been termed the 'Greek' quarter, named due to the Lombards inability to distinguish Greek-speaking diasporan Jews and the other Greek speaking peoples of the eastern Mediterranean. Salona is also given a smaller Armenian quarter. Many traders are attracted by the vibrant slave market feeding off of Lombard piracy, as well as the almost complete absence of taxation. The palace of Diocletian at Split remains a fortified Lombard town.
