The Roman Emperor maintains a system by which citizens residing in major cities are entitled to a distribution of free bread and other staple goods. This ancient legacy of the populares of the ancient Republic has been provided for centuries, and may not easily be revoked. It has now become the support by which a large excess population of urban poor is maintained in Rome and other great cities, giving them an inflated population, undoubtedly part of the vibrancy of the city. While this population largely asks for money in the morning and bathes and gambles in the afternoon, it does provide a base from which legions may be raised without having to empty farms of their peasants.
Military
The Roman Army consists mostly of professional full-time soldiers drawn from the citizen population. They are well-armed and drilled, but know their rights. They are a valuable asset not to be squandered lightly.
The legions are supported by barbarian foederati from a hundred different nations outside of civilization, these foederati are almost as effective as the legions, after years of experience of Roman tactics and equipment. The Roman civilian population have long since been disarmed, and may not readily be called upon for military service as levies.

Faction Summaries:
Senatorial Faction: The Senatorial Faction represents those officials allied to the interests of the traditional elite, which now comprises of wealthy families with sufficient connections to obtain office in the central bureaucracy of the imperial court, reliant on patronage from the emperor and his friends. They seek glory and wealth for themselves, and like their emperors to be more primus inter pares than dominus et deus. They believe that they are the natural class of government, and their Romanitas and senatorial rank make them eligible to hold imperial office. Powerful Romans are thus a great asset and a great danger to the imperial house - performing great feats in the search for glory, but also providing a good stock of potential usurpers.
Allows for the operation of an additional field army.

Barbarian Faction: The Barbarian Faction consists of the non-Roman military elite of the empire, and their Roman allies. The Barbarians provide some of the best generals, with the added benefit of being ineligible to wear the purple. Barbarians are thus reliant on a puppet emperor if they wish to dominate the empire, a situation preferable to death and usurpation, and one that does not divide the empire. The Barbarian faction can also provide additional foederati when in power. Their presence in major cities can sometimes cause the urban poor to riot, especially if the barbarians are seen as heretical or pagan.
Provides loyal and highly skilled generals.
Can cause riots or seize power indirectly.
Church Faction: The Church Faction represents the highest Bishops and Prelates of the established Church, and is interested mainly in cementing its own power, eliminating heresy, and ending pagan superstition. The literary and cultural power of the Church means that an emperor who supports the Church is in turn supported by a powerful propaganda machine, and will enjoy increased stability and legitimacy. The Church faction will make the urban poor content and helps spread the true faith, but will use its power to persecute others.
Provides more stable dynastic rule, spreads official faith, pacifies urban poor.
Persecutes heretics and pagans, and can cause division among differing sects.
Eunuch Faction: The Eunuch Faction represents the castrated servants of the imperial palace (and their allies), who have a reputation for scheming and depravity. The Eunuch Faction are steadfastly loyal to their emperor, to whom they belong, and protect him behind layers of complex court ceremony and grand display. The Eunuchs excel in the palace environment and are weakened when the emperor is in the field. They prefer network of spies over the use of force, and can detect rebellion before it begins, though sometimes this can lead to the paranoid purging of overmighty subjects. The Eunuchs value internal stability, prizing the survival of the imperial family over all, but are disliked by the military elite and during times of war their power is hated. Appointing members of the eunuch faction to military office is recommended only for those who prize loyalty above competence.
Allows early detection of plots and coups, and creates internal peace.
Faces widespread discontentment while at war, appoints least capable but loyal generals.
Imperial Faction: Not one faction, but a coalition of all major factions; this occurs only when the two most powerful factions are evenly matched, and the third is no more than 10 points away in influence. The Emperor has successfully established a balanced consensus, and is not unduly influenced by any one faction, but approved by all. This system provides no huge benefit or penalty, but can freely change officials, capitals or religion without being blocked by their dominant faction.
The Emperor is in a powerful position above court intrigue, and has complete freedom of action.
