All infantry units compose of 1,000 troops, and all cavalry of 1,000, unless otherwise stated.
Foederati troops will largely have the same price but different origins that lead to small changes in equipment but largely don't matter. More expensive units are more specialised, with oddities such as warhounds or horse archers.
Legionaries of various areas will be similarly equipped, but will have different regions they regard as 'home'. Legionaries fight better and are more loyal when they are in their own corner of empire.

UPDATE: Cavalry now come in units of 1,000 too. Their higher upkeep costs combined with the slightly higher recruitment costs should balance them enough. Recruiting a professional force of cavalry was previously prohibitively expensive. The numbers worked for Britain, but proved ridiculous for the Huns or Romans.
