The Governor of Aegyptus is informed that in two years' time a census will be taken of the Province. It is hoped that two years will be suitable enough time for the new refugees from Illyria and Pannonia to have settled. The expectation of the Regent is that the formerly public lands will become more productive under the ownership of private individuals, as an owner has a far stronger incentive than a manager to achieve higher productivity.

The Governor of Egypt gets to work with preparations for a census, including some much-needed repairs to the road system to allow easier access to some of the more distant parts of the vast province.

Peasant Subsistence: 10,000
Surplus enjoyed: 11,000
7-8,000 may be got by diligent tax collection. Any more than 8,000 may cause unrest. Up to 10,000 could be feasibly extracted but will undoubtedly cause some hardship.

The Praefectus Praetorio per Oriens decrees a tax rate of 8,000 aurei on the province of Aegyptus.
